Introduction
Professor Christopher Greenwood has been asked by the Department of Justice of the United States of America to give his opinion on questions of international law raised by the case of Loewen Group Inc. and Raymond Loewen v. United States of America (ICSID Case No. ARB (AF)/98/3 and, in particular, to comment on the expert opinions of Sir Robert Jennings, QC, dated 26 October 1998[1] and 24 May 2000.[2]
