Summary
This article assesses the prospects for the commencement of investment
negotiations at the forthcoming Cancun Ministerial. In doing so, the
article argues that an essential challenge that negotiators face is to
incorporate the lessons that can be learned from both NAFTA Chapter 11
and the failure of the OECD Multilateral Agreement on Investment.
